Anyone can issue credentials on Glurk. The protocol'sregister_issuerinstruction is permissionless — your wallet pays the rent and becomes both the admin and the issuer authority for a new on-chainIssuerAccountPDA. From that moment, you can write credentials to any user wallet.
You'll need a small amount of devnet SOL (~0.002) for the rent. Get some at faucet.solana.com.
